It is not clear whether Barlow was in the military. In a memo dated 12/23/1917, he was mentioned as Camp Song Leader of the Charlotte Commission on Training Camp Activities. He may have been employed by the American Red Cross. He was going to direct the music for the Christmas Eve celebration on the Parade Ground, opposite the Camp Post Office on 12/23/1917 at 6 p. m.
