Biographical Notes: 
His father was a well known watchmaker in Charlotte. Jeff obtained his law license in 1919, and he practiced law in Charlotte. Although he was in the military during WW I, he never went overseas. Scarborough was married and had two children by ay 1930. He ran for judge in that year at the age of 33. His hobbies were hunting and raising chickens.
