He issued General Order #3 to all enlisted men not to enter 4 zones in Charlotte known as 'nigger tracts.' These zones were description of streets were the African American population of Charlotte lived. He was acting under the orders of Brig. Gen. Sweetser.He wrote an order on 11/21/1917 for Col. Jones concerning what equipment would be taken overseas. Some items included all clothing, including slickers and overcoats, 3 blankets per man, barrack bags and mess outfits.
